فَيَا شِدَّةَ الْحَسْرَةِ عِنْدَمَا يُعَايِنُ الْمُبْطِلُ سَعْيَهُ وَكَدَّهُ هَبَاءً مَنْثُورًا،
O, what intense regret when the one whose efforts are nullified witnesses his striving and his toil scattered like dust.
عِنْدَمَا — when. A time-word, 'at the time when', that introduces a whole clause and ties the regret to its moment. It governs the following verb-clause, framing 'when the deluded one sees...' as the occasion of the grief. It opens the scene that justifies the lament.
