فَيَا شِدَّةَ الْحَسْرَةِ عِنْدَمَا يُعَايِنُ الْمُبْطِلُ سَعْيَهُ وَكَدَّهُ هَبَاءً مَنْثُورًا،
O, what intense regret when the one whose efforts are nullified witnesses his striving and his toil scattered like dust.
يُعَايِنُ — he witnesses. A present-tense verb, 'he beholds / sees with his own eyes', carrying an unspoken 'he' subject, the deluded one named next. Its pattern stresses direct, firsthand witnessing, here of his own wasted effort. It heads the 'when' clause begun just before.
