وَأَتَى بِهَا عَلَى نَسْقِ الْقِرَاءَةِ لِهَا لَا مُقَدَّمًا وَلَا مُؤَخَّرًا،
And he presented them according to the pattern of their recitation, neither earlier nor later.
مقدمًا — earlier. A passive participle 'brought-forward/earlier' in the object-style case, negated by the preceding 'not'. It is the first item of the 'neither earlier nor later' pair, describing a way the verses were not arranged. The accusative fits its role as the negated state.
