وإن تعانى سرقة الأجزاء ، أو كشط الأوقاف ، فهذا لص بسمت محدث ،
And if he engages in stealing parts or scraping endowments, then he is a thief in the guise of a narrator,
تَعَانَى — he engages in. This is a past-tense verb, 'he engaged in, he took to', with its subject built in, the narrator. After 'if', the past form states the hypothetical condition though the sense looks forward; the doer is carried inside the verb.
