مِمَّا فِيهِ حَدٌّ فِي الدُّنْيَا كَالْقَتْلِ وَالزِّنَا وَالسَّرِقَةِ،
which have prescribed punishment in this world, such as killing, fornication, and theft,
وَالسَّرِقَةِ — and the theft. A fused 'and' plus a noun with 'the', 'and the theft', the last example, again in the (genitive) form under the earlier 'like'. It closes the sample list.

And if he engages in stealing parts or scraping endowments, then he is a thief in the guise of a narrator,
سَرِقَةَ — stealing. This action-noun, 'stealing', is in the object ending as the direct object of 'he engaged in', and it heads a possessive pairing with the next word, owning it. So it is both the object of the verb and the owner of 'the parts', with no spoken 'of'.
