ولكن لا أجد سعة فأحملهم ولا يجدون سعة عليهم أن يتخلفوا عني،
but I do not find the means to provide mounts for them, nor do they find the means to go out on their own,
يَجِدُونَ — do they find. A present-tense verb with the 'they' subject built into its ending, 'they find', under the carried-over negation, 'nor do they find'. The plural subject is inside the verb's form, needing no separate 'they'.
