وَلَيْسَ كَذَٰلِكَ؛ لِأَنَّ مِثْلُ الطَّبْعِ فِي مَيْلِهِ إِلَى الدُّنْيَا كَالْمَاءِ الْجَارِيِ،
But that is not so; for the disposition, in its inclination toward the world, is like flowing water,
الْجَارِيِ — flowing. An active participle used as an adjective describing the water as 'flowing'. It follows its noun and matches it in definiteness and genitive case, so the picture is specifically of running, downhill-seeking water, not still water.
