And He was not pleased with it for His close ones, so He built for them another abode,
لِأَوْلِيَائِهِ — for His close ones. This is the 'li-' 'for' joined to 'His close ones', forcing the genitive, with the attached 'His' pointing to God. It marks the people on whose behalf the world was found wanting.
