When a caller from the Messenger of Allah (peace be upon him) announced the gathering for prayer.
جَامِعَةٌ — the gathering. This is an indefinite descriptive word meaning 'gathering/in congregation', set against 'the prayer' to mean 'prayer, in congregation'. The mismatch of definiteness (the noun definite, this indefinite) marks this as a state-describing addition rather than a plain adjective, telling how the prayer is to be held.

Then he called for the prayer to be held in congregation.
جَامِعَة — in congregation. A describing word in the special 'state-of' case Arabic uses to say how or in what condition something is done, here marking the prayer as held in gathering. It does not just describe the prayer in passing; its particular ending flags the manner of the call. So it tells under what circumstance the prayer was summoned.
