فَالْحَالَةُ الْعَامَّةُ أَنَّ الْقَلْبَ لَا يَكُونُ عَلَى صِفَتِهِ مِنَ الْيَقَظَةِ عِنْدَ سَمْعِ الْمَوْعِظَةِ وَبَعْدِهَا؛
Generally, the heart is not in a state of wakefulness when hearing an admonition and afterward.
الْعَامَّةُ — general. This adjective follows its noun and echoes its 'the', binding to it as 'the general state' rather than a fresh claim. Together they name the situation about to be described.
