وَمَا خَصَّ بِهِ زَمَانِهِمْ مِنْ خَيْرِيَّةٍ عَلَى الْقُرُونِ،
and the special excellence with which their time was singled out over the generations,
الْقُرُونِ — the generations. The definite plural object of 'over', standing in the genitive after that relator. With 'al-' it is the specific set of generations against which their era is measured and found superior.
