وَمَا خَصَّ بِهِ زَمَانِهِمْ مِنْ خَيْرِيَّةٍ عَلَى الْقُرُونِ،
and the special excellence with which their time was singled out over the generations,
خَصَّ — singled out. A past verb 'singled out / set apart', with its subject left implicit (God, from context) and carried by the verb form. It governs the relative 'what' as its object and sets up the special distinction the sentence is describing.
