ثُمَّ إِنَّهُ أَتَى بَعْدَ أَنْ فَرَغَ مِنْ خُطْبَتِهِ بِرَقَائِقٍ مِنَ الْوَعْظِ،
Then indeed he came, after he had finished his sermon, with gentle admonitions.
بِرَقَائِقٍ — with gentle admonitions. The preposition bi- is welded to a plural noun, giving an 'with' phrase in one word. Bi- here marks the means or accompaniment of his coming, and it forces the noun it rides on into the genitive ending.
