وقراءته مَعَ قارئتهم يقرءُون الْقُرْآن لَا يُجَاوز حَنَاجِرهمْ
And his recitation compared to their recitation; they recite the Quran, but it does not go beyond their throats.
يُجَاوِزُ — go beyond. This is a present-tense verb with a built-in 'it' subject, in a pattern carrying the sense of passing beyond a limit. Under the negation it states that the recitation fails to go past, with its limit named next.
