قَالَ قُلْتُ يَا رَسُولَ اللَّهِ شَكَا حَاجَةً شَدِيدَةً وَعِيَالًا فَارْحَمْهُ،
He said, "I said, O Messenger of God, he complained of a severe need and dependents, so have mercy on him,"
فَارْحَمْهُ — so have mercy on him. A command form, an imperative 'have mercy', with an attached 'him' pronoun as the one to be shown mercy. The opening 'fa-' frames it as the upshot, 'so have mercy on him'; the doer 'you' is understood from the command itself.
