فَيَكُونُ عَابِدًا لِلَّهِ لَا يَعْبُدُ إِلَّا إِيَّاهُ فَيُطِيعُ أَمْرَهُ وَأَمْرَ رُسُلِهِ
So he becomes a worshipper of God who worships none but Him, and he obeys His command and the command of His messengers.
فَيُطِيعُ — then he obeys. A 'so/then' opener fused to 'obeys', marking the next step in sequence. The 'so' chains this action onto the preceding worship, and the verb carries its own 'he' subject.
