فَعَادَ عَلَيْهِ بِالأَسْلَمِ مَا طَلَبَ مِنْهُ السَّلامَةَ،
So he returned to him with the safest thing he had requested for his safety.
فَعَادَ — so he returned. The connector fa- ('so/then') fused to a past-tense verb ('returned'), third-person masculine singular with its 'he' subject built in. The fa- marks this as the consequence that follows from the preceding situation, chaining the events in order.
