فَعَادَ عَلَيْهِ بِالأَسْلَمِ مَا طَلَبَ مِنْهُ السَّلامَةَ،
So he returned to him with the safest thing he had requested for his safety.
بِالأَسْلَمِ — with the safest. The preposition bi- ('with') fused to a definite comparative ('the safest'); the bi- governs it in the genitive and marks it as what the returning comes with. This single elative shape carries the whole 'most safe' superlative idea.
