وَنَهْيِهِ — and His prohibition. A wa- 'and' fused to a noun 'prohibition' carrying a 'his' pronoun, coordinating 'His prohibition' with 'God's command' before it. The attached pronoun points back to God, the owner of both. The two form the fixed command-and-prohibition pair.
