الْمُسْتَلْزِمَةِ — necessarily implying. This is an active participle, 'necessitating', a verb-derived adjective describing the signs and matching them in genitive and definiteness. Such a participle works like an English '-ing' adjective, naming an ongoing quality of the noun it follows.
