2 - And among them are those who aim for good, and cite an Ayah without clear evidence for what they claim.
دِلَالَةٌ — evidence. The doer of 'appear' (closing on -un), 'an indication / proof.' Feminine — which is why the verb took its feminine shape. This is what never surfaces for him: any real sign that the verse means what he says.

So He affirms him by acknowledging him and through signs that necessarily prove his truthfulness, whose evidence points to confirmation.
دِلَالَتُهَا — its indication. This noun, its pointing, is the subject inside the relative clause, with the possessor attached pointing back to the signs. It heads the clause that says the signs' own evidence points to confirmation, the suffix tracking the antecedent.
