وَهَذِهِ حَالُ الْفَاجِرِ الْقَوِيِّ الْمُتَسَلِّطِ وَالْمُبْتَدِعِ الدَّاعِيَةِ الْمَتْبُوعِ
And this is the state of the wicked, powerful, overbearing innovator and preacher who is followed by others.
وَالْمُبْتَدِعِ — and the innovator. The wa- here shifts to describing a second type of person ('the innovator'), coordinating with the wicked man's description. So rather than just listing adjectives, this 'and' begins a parallel portrait that runs to the end of the sentence.
