وَهَذِهِ حَالُ الْفَاجِرِ الْقَوِيِّ الْمُتَسَلِّطِ وَالْمُبْتَدِعِ الدَّاعِيَةِ الْمَتْبُوعِ
And this is the state of the wicked, powerful, overbearing innovator and preacher who is followed by others.
الْمُتَسَلِّطِ — the overbearing. An active participle ('the domineering one') used as a further adjective on the same person, agreeing in definiteness and case with the head noun. Arabic stacks such descriptive participles freely, so it adds 'overbearing' to the growing portrait.
