وَهَذِهِ حَالُ الْفَاجِرِ الْقَوِيِّ الْمُتَسَلِّطِ وَالْمُبْتَدِعِ الدَّاعِيَةِ الْمَتْبُوعِ
And this is the state of the wicked, powerful, overbearing innovator and preacher who is followed by others.
الْمَتْبُوعِ — the one who is followed. This is a passive participle, a 'done-to' word: he is the one who is followed by others, not one who follows. Arabic marks that received quality by the participle's pattern, and it agrees with the noun it describes, closing the portrait of the followed innovator.
