وَهَذِهِ حَالُ الْفَاجِرِ الْقَوِيِّ الْمُتَسَلِّطِ وَالْمُبْتَدِعِ الدَّاعِيَةِ الْمَتْبُوعِ
And this is the state of the wicked, powerful, overbearing innovator and preacher who is followed by others.
الدَّاعِيَةِ — the preacher. A definite noun describing the innovator further as 'the inviter/preacher', agreeing with the noun it modifies in definiteness and case. It narrows which kind of innovator is meant, one who actively calls others, continuing the second portrait.
