وَهَذِهِ حَالُ الْفَاجِرِ الْقَوِيِّ الْمُتَسَلِّطِ وَالْمُبْتَدِعِ الدَّاعِيَةِ الْمَتْبُوعِ
And this is the state of the wicked, powerful, overbearing innovator and preacher who is followed by others.
الْقَوِيِّ — the powerful. This definite noun adds another description to 'the wicked' before it, 'the powerful'. It agrees with that noun in definiteness and case, stacking onto the same person, so all these words pile up to describe one individual.
