By the One in whose hand is Muhammad's soul, if it were not hard on the Muslims, I would never remain behind any expedition that fights in the cause of Allah, ever,
تَغْزُو — that fights. A present-tense verb, 'it raids/fights', with a built-in 'it' subject, opening a clause describing the expedition. Because the expedition is indefinite, this acts as a describing clause, 'an expedition that fights'; the present form marks ongoing action.
