The purpose of mentioning them is to explain their states and morals, so that the seeker may emulate them.
يُرَادُ — is. This is the passive: the thing intended is the subject, not anyone doing the intending, and Arabic marks the passive through the verb's inner vowels rather than a helper word. So it reads 'is intended / meant'.
