وَأَمْكَنَهُ — it is possible for him. A verb meaning 'was feasible / possible for,' with '-hu' as 'him' — 'and it was possible for him.' Its subject, the action-noun 'wiping,' follows: he is in a position to wipe his face with his right hand.
