قال الآخر اللهم إنه كانت لي ابنة عم كانت أحب الناس إلىّ
The other one said: 'O Allah, I had a cousin whom I loved most dearly.'
أَحَبَّ — most dear. This is a superlative, 'most beloved', the top-degree form Arabic builds on a fixed pattern. It heads a possessive pairing with 'the people' after it, 'most beloved of people', the standard way to say 'the most X of all'.
