فَالْجَوَابُ إِنَّهُ مَحْمُولٌ عَلَى أَنَّهُ يَضْحَكُهُمْ بِالْكَذِبِ،
So the answer: indeed, it is to be understood that he makes them laugh by lying.
بِالْكَذِبِ — by lying. One unit fusing a preposition 'with / by means of' onto a definite noun. It marks the means of the make-laughing, 'by the lying', so the bi- assigns the instrument role and the al- makes that lying a specific known one.
