فَقَامَ مُؤذن النَّصْر يُنَادي على رُؤُوس منائر الْأَمْصَار
The caller to victory stood proclaiming from the tops of the minarets of the cities.
مَنَائِرِ — the minarets. Another broken plural sitting in the middle of the chain, owned by 'tops' and owner of 'cities' at once, which is why it shows the genitive. These are the towers from which the call to prayer goes out.
