وعلى كل واحد ممن عليه طاعته أن يطيعه في طاعة الله، ولا يطيعه في معصية الله،
Everyone required to obey them must obey them in obedience to Allah, and must not obey them in disobedience to Allah.
يُطِيعَهُ — obey him. A present-tense verb in its subjunctive shape (triggered by the 'that' before it) with an attached -hu (him) object; the changed ending marks it as the aimed-at duty. The -hu points to the leader: 'that he obey him'.
