وَقَوْلُهُمْ لَيْسَ الْمُخْبِرُ كَالْمُعَايِنِ، مَذْكُورٌ فِي قَوْلِهِ تَعَالَى وَلَكِنْ لِيَطْمَئِنَّ قَلْبِي
And their saying: 'The informer is not like the observer' is mentioned in His saying: 'But so that my heart will be reassured.'
كَالْمُعَايِنِ — like the observer. This is the comparison prefix 'like, as' merged with 'the eyewitness' (definite via 'al-'). It forms the predicate of the negating verb, 'is not like the eyewitness'. The prefix forces a genitive on the noun and sets up the likeness being denied.
