فَمَتَى يَسْمَعُ هَذَا أَوْ يَعْقِلُ أَوْ يَبْصُرُ أَوْ يَعْنِي عَنْهُ الْحَدِيثُ شَيْئًا ؟
So when will this one hear or understand or see, or will the hadith mean anything about him?
يَبْصُرُ — he sees. A present-tense verb of visual perception, third-person singular, 'he' built into its prefix. It is the next item the rhetorical 'when' sweeps away: he never sees with insight either.
