فَمَتَى يَسْمَعُ هَذَا أَوْ يَعْقِلُ أَوْ يَبْصُرُ أَوْ يَعْنِي عَنْهُ الْحَدِيثُ شَيْئًا ؟
So when will this one hear or understand or see, or will the hadith mean anything about him?
يَعْقِلُ — he understands. A present-tense verb, third-person singular, 'he' built in, the next item in the rhetorical chain. It names another faculty he never exercises: grasping with the mind.
