As for interpretation by scholars, it is permissible and good, and consensus is established on it. Whoever is qualified for interpretation, possessing the necessary tools — including those by which its meaning is known — and the intended meaning is most likely in their view, then they may interpret it.
فَجَائِزٌ — so permissible. The 'fa-' is the expected answer to 'as for': it ushers in the verdict — 'then it is permissible.' The adjective is the predicate (closing on -un), delivering the ruling on the fronted topic.

As for combining two obligatory prayers, it is not permissible.
بِجَائِزٍ — permissible. After 'is not,' the predicate often takes an extra 'bi-' for emphasis — 'is not, by any means, permissible.' The 'bi-' adds force to the denial; in the -i form, the word means 'allowable.' The verdict: combining two obligatory prayers under one tayammum is flatly impermissible.
