قَالَ اللَّهُ تَعَالَىٰ ﴿مَا أَصَابَ مِنْ مُصِيبَةً إِلَّا بِإِذْنِ اللَّهِ وَمَنْ يُؤْمِنُ بِاللَّهِ يَهْدِيهِ قَلْبَهُ﴾
Allah, the Exalted, said: No calamity befalls except by Allah's permission, and whoever believes in Allah, He guides his heart.
بِإِذْنِ — by permission of. The bi- here means 'by', marking the means, and governs the noun for permission into the genitive, heading an 'of' pairing with the name to come. It names the condition under which calamity does occur, 'by the permission of', the exception to the negation.
