رَأَى الْعُلَمَاءُ وَالْأَئِمَّةُ النُجَبَاءُ أَنَّ الاِعْتِمَادَ عَلَى الْحِفْظِ وَحْدِهِ لَا يَكْفِي،
The scholars and the eminent imams concluded that relying on memorization alone is not sufficient.
الاِعْتِمَادَ — the reliance. An action-noun ('the relying') that is the subject of the 'that' clause, but appears in the accusative because 'anna' governs it. It is the topic being judged insufficient; an 'on' phrase will name what is relied on.
