عُكُوفٌ — remaining attentively. A noun-like word naming a state of devoted staying-put; placed after the subject with no linking verb, it works as the predicate, 'the people are gathered/staying'. Arabic states 'X is Y' just by juxtaposition, the 'are' being understood.
