لَمْ أَرَ أَبَرَّ مِنْ الْفَضْلِ بْنِ يَحْيَى الْبَرْمَكِيِّ بِأَبِيهِ،
I have never seen anyone more dutiful to his father than al-Fadl ibn Yahya al-Barmaki.
أَرَ — I see. This verb wears a present shape but is clipped at the end into the jussive form because the negator before it demands it. That trimmed ending is the visible result of the 'did not' particle's grip. Together they mean a flat past denial, 'I never saw', with the 'I' built into the verb.
