فَأَوْلَى أَنْ يَكُونَ لِمَغْفِرَةِ اللَّهِ سُلْطَانٌ فِي تَطْهِيرِ الْعَبْدِ مِنَ الْخَطِيئَةِ
It is more fitting that God's forgiveness have the power to cleanse the servant of sin.
فَأولى — so more fitting. This fuses the inference-linker 'fa-' onto a comparison word ('so more fitting'). The 'fa-' draws the conclusion from the preceding supposition, and the 'more X' word opens the counter-claim: if that were so, then THIS is even more fitting. It heads the predicate of the sentence.
