And affirm what is in it and adhere to its rulings.
وَالوُقُوفِ — and adhere. An action-noun, 'and the standing firm,' i.e. abiding by. The next word, 'with,' will say what one stands by; this noun keeps the list of duties rolling.

3 - And among them are those who interpret Arabic words without knowing their meanings as understood by the experts, meanings which can only be learned by listening to Arabic scholars and interpreters.
وُقُوفٍ — understanding. An action-noun, literally 'a standing / halting,' here 'a firm acquaintance.' To 'stand upon' a meaning is to have command of it. Indefinite and in the -i form after 'without'; he lacks exactly this footing.
