فَإِنْ قَالَ قَائِلٌ ذِكْرُ حِكَايَاتِ الْحُمْقَىٰ وَالْمَغْفِلِينَ يُوجِبُ الضَّحْكَ،
If someone says: telling the stories of fools and the gullible causes laughter,
حِكَايَاتِ — stories of. A plural noun continuing the chain, heading its own pairing with the next word, 'stories of the fools'. It sits in the genitive owned-by slot of the 'telling of...' phrase while itself owning the noun that follows.
