فَقَالَ لَهُ يَا مَلْعُونٌ إِنَّ اللَّهَ يَخْتَبِرُ عِبَادَهُ
He said to him, "O cursed one, indeed God tests His servants."
يَخْتَبِرُ — tests. A present-tense verb 'tests', third-person singular, describing an ongoing or habitual divine practice. The doer (God) was named just before by the emphasizing particle, so the verb itself needs no separate pronoun. It carries the main claim of the assertion.
