فَقَالَ الْمَلْعُونُ بِاللَّهِ عَلَيْكَ هَؤُلَاءِ عِنْدَكَ نَاسٌ
Then the accursed one said, "For God's sake, these people are with you."
الْمَلْعُونُ — the accursed one. A passive participle, 'the one who has been cursed', made definite by 'al-', used as a noun-epithet for the figure and standing as the subject of 'said'. Arabic builds this 'one who was X-ed' sense through the participle's pattern. The article and noun-use turn it into a stand-in name.

He said to him, "O cursed one, indeed God tests His servants."
مَلْعُون — cursed one. The noun being called out to after the vocative particle, a passive participle in form ('one who is cursed'). As the addressed term in a direct call it takes a fixed shape, and it stands as the insult flung at the one spoken to rather than describing anyone else.
