الْحَمْدُ لِلَّهِ الَّذِي سَاقَ سَحَّابَ الشَّهْوَةِ بِرَعْدِ هَوَاءِ مَرْجُوزٍ،
Praise be to God who drove the clouds of desire with the thunder of a banished wind.
بِرَعْدِ — with the thunder of. The relator 'bi-' = 'with / by means of' fused to a noun 'thunder', marking the instrument of the driving. The relator governs the noun into the genitive, and that noun heads an 'of' link with 'a wind' next: 'with the thunder of a wind'.
