فَأَوْمَأَ إِلَيْهِ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ بِأَنْ لَا يَتَأَخَّرَ
Then the Prophet gestured to him not to delay.
يَتَأَخَّرَ — to delay. A present-tense verb governed by the negation and the subordinator before it; together they form 'not to delay/step back'. The 'he' subject is built into the verb's shape.
