وَقَوْلُهُمْ لَا تَلِدُ الْحَيَّةُ إِلَّا حَيَّةً، مَذْكُورٌ فِي قَوْلِهِ تَعَالَى وَلَا يَلِدُوا إِلَّا فَاجِرًا كَفَّارًا
And their saying: 'A snake gives birth only to a snake' is mentioned in His saying: 'And they will not give birth except to a disobedient, disbeliever.'
تَلِدُ — gives birth to. Present-tense 'she gives birth', with a feminine shape agreeing with the snake as its doer. Under the negation it means 'does not give birth'. The present tense states a general truth rather than one event. It governs the exception phrase that follows.
