وَكَانَ أخص بِهِ فِي حَيَاته
And he was closest to him in his life.
بِهِ — to him. 'Bi-' (to / with) fused with '-hi' (him) — closest 'to him', the Prophet. The pairing 'most-intimate + bi-' names the one drawn near.

To Allah, glory be to Him, belongs a command He has given to His servant.

بِهِ — by it. This is the preposition 'by, with' carrying the attached 'it', marking the means of the guidance, what they were not guided by. The suffix points back to the thing earlier denied. The preposition links the verb to its instrument.
